Overtime complaints common in US, worldwide

It?s no secret that many Americans feel like the weak economy has forced them to do more work for the same or even less pay.
A new survey finds they have lots of company among workers around the world.
About two-thirds of hourly workers surveyed in Great Britain, France, Australia, China, Canada, Mexico, India and Brazil said their employers violate overtime rules at least some of the time.
In the U.S., slightly less than half the hourly workers surveyed had the same complaint.
The survey was conducted by Harris Interactive on behalf of Kronos Inc., which makes technology for human resources operations.
Chinese, Indian and British workers were most likely to complain that their rights had been violated. The French were most likely to say their bosses don?t violate overtime rules.
The?hourly?workers surveyed generally said they were eager to work extra hours, presumably because they expect that will lead to more pay.
Among the workers surveyed in other countries, more than half said they were happy to have the overtime hours they got, and one-third said they?d like to have more overtime hours. French, Canadian and British respondents were most likely to say they wanted more OT.
Among the U.S. workers surveyed, 49 percent said they were happy with the amount of overtime hours they work, and another 43 percent said they wished they could work more hours.
In the U.S., there has been a record jump in employee claims of wage and hour violations, including off-the-clock work and?miscalculation?of overtime pay. More than 7,000 people have filed claims under the Fair Labor Standards Act so far this year, according to calculation from law firm Seyfarth Shaw. That?s up from around 2,000 a decade earlier.
The sample for the Kronos survey included 666 U.S. hourly workers and 1,700 hourly workers from other countries.

SUGAR LAND, Texas (AP) ? Roger Clemens was back on the mound at age 50, striking out hitters again.
Pitching for the first time in five years, Clemens tossed 3 1-3 scoreless innings Saturday night for the Sugar Land Skeeters of the independent Atlantic League.
Clemens faced the Bridgeport Bluefish and struck out two, including former major leaguer Joey Gathright to start the game. He allowed one hit without a walk and threw 37 pitches.
Scouts from the Houston Astros and Kansas City Royals were on hand to watch Clemens' comeback ? for however long it lasts and wherever it leads.
"I think it will fuel that speculation," Royals pro scout Ron Toenjes said after watching the performance. "I just don't know what will happen. I don't think anyone does."
Sugar Land manager Gary Gaetti, a two-time All-Star third baseman with Minnesota, said he was impressed by Clemens' outing after such a long layoff. He admitted before the game he was a bit concerned about how things would go because of Clemens' age and time off.
"He did a great job," Gaetti said. "He really did."
Tal Smith, the longtime former Astros' executive and current special adviser to the Skeeters, said Clemens had great command and that he believes he could pitch in the majors again.
Clemens certainly was happy to be back on a diamond instead of in a courtroom. In June, the seven-time Cy Young winner was acquitted of charges he lied to Congress when he denied using performance-enhancing drugs.
Clemens, who last pitched for the New York Yankees in 2007, worked a 1-2-3 first inning and fanned two. His fastball was clocked at 88 mph, and he mixed in curves and splitters. He finished with four groundouts and four flyouts.
Toenjes liked what he saw.
"The thing that I was impressed with is you have a 50-year-old man out there throwing 87-88 most of the night, and he's got a real good splitter," he said. "His command wasn't as good as it could have been, but that it was a good, hard splitter, which is what you wanted to see."
Wearing the No. 21 that he sported during his rise to fame with Boston nearly three decades ago, Clemens got a big cheer when he took the mound.
After whiffing Gathright, Clemens retired Luis Figueroa on a grounder and struck out Prentice Redman to end the inning. The sellout crowd, with many fans wearing Skeeters T-shirts with Clemens' name on them, gave him another loud ovation.
Clemens didn't allow a hit until a single by James Simmons with two outs in the second inning. He retired the next batter to end the eight-pitch inning.
Clemens has a bit of a belly that scores of 50-year-olds have, but he was effective enough against many hitters who were almost half his age.
The Rocket hasn't committed to pitching more than one game for the Skeeters, but some believe this is the first step in an attempted return to the majors.
Clemens is set to appear on the Hall of Fame ballot going to voters late this year. If he plays in a major league game this year, his Hall consideration would be pushed back five years.
Clemens, who wore gray cleats with bright yellow accents, needed 13 pitches to get through a perfect third inning. He threw one more pitch after that and Figueroa lined out to end Clemens' night with the Skeeters on top 1-0.
He received a standing ovation as he left. He stopped to tip his cap to the appreciative overflow crowd of 7,724 before heading to the dugout to begin recuperating and see how his body responds to his big night.
After Clemens left the game, he stood along the railing of the dugout and chatted with his teammates, including fellow former major league pitcher Scott Kazmir and Jason Lane, who played with Clemens on Houston's 2005 World Series team.
Fans kept inching down near the dugout armed with phones, IPads and cameras looking to snap a picture and collect a memory of the big night in this Houston suburb about 20 minutes from downtown.
Playing close to home, he had a large group of friends and family among the crowd, including wife Debbie and sons Kacy and Kody.
Clemens earned about $160 million and won 354 games in a 24-year career with the Red Sox, Blue Jays, Yankees and Astros. His 4,672 strikeouts are third-most and he was picked for 11 All-Star games.
Clemens bounded into the home clubhouse a little more than an hour and a half before the game wearing a gray Longhorn shirt, jeans and cowboy boots and bellowed, "how we doing, how we doing?" as he walked through shaking hands with his teammates.
His highlighted blond hair was a bit spiky on top, causing a couple of his teammates to ask each other if he'd gotten a new haircut.
One fan held a sign which read: 'The Rocket has landed in Sugar Land,' and children squealed with delight as he came on the field to warm up about 30 minutes before the game.
Clemens has spent much of his time out of baseball defending his reputation.
He was accused by former personal trainer Brian McNamee in the Mitchell Report on drugs in baseball of using steroids and HGH, allegations Clemens denied before Congress. The Justice Department began an investigation into whether he had lied under oath, and in 2010 a grand jury indicted him on two counts of perjury, three counts of making false statements and one count of obstructing Congress.
He was acquitted of all the charges on June 19 after a 10-week trial and had largely stayed out of the public spotlight until now.
Many of his former teammates have said they believe that he could pitch again in the majors.
Clemens had two great seasons with the Astros after he turned 40, going 18-4 with a 2.98 ERA in 2004 to win his record seventh Cy Young Award. He was 13-8 with a career-low 1.87 ERA in 2005 while helping his hometown Astros reach their only World Series, and the team has already said it wouldn't rule out bringing him back this year.

Iran has duty to support Assad: intelligence official
DUBAI (Reuters) - Iran has a responsibility to support the government of Syrian President Bashar al-Assad as it fights an armed uprising, the head of the intelligence unit of Iran's elite Islamic Revolutionary Guard Corps was quoted as saying on Saturday,
An Iranian lawmaker said a legislative committee would visit Syria to strengthen bilateral relations and consult Syrian officials, the state news agency IRNA reported.
"We all have a responsibility to support Syria and not allow the line of resistance to be broken," Fars news agency quoted Hossein Taeb, the intelligence unit head, as saying.
Iran has supported Assad in the face of international condemnation over his crackdown on the uprising against his family's four-decade rule, considering his government part of an anti-Western front that also includes Lebanon's Hezbollah.
Tehran has also accused Western powers and countries in the region, including Turkey and Qatar, of supporting the rebels in an effort to overthrow Assad.
A parliamentary committee from Iran will visit Syria for two days soon to strengthen bilateral relations and consult the speaker of parliament and other officials, IRNA quoted Alaeddin Boroujerdi, chairman of the Iranian parliament's national security and foreign policy committee, as saying.
Boroujerdi said the Non-Aligned Movement summit, bringing together 120 developing nations and starting on Sunday in Tehran, offered a good chance to discuss the Syrian crisis.
"This summit is a very good opportunity for member states of this movement to take a decision on the issue in this country...so that the crisis would be solved soon."

The former Sunshine Coast Grammar student, now 21, has scored a place in season three of the talent show.
Katini - half-Japanese and half-Ghanaian, born in Tokyo and raised in the Coast hinterland - has made her mark on the Japanese music scene.
After finishing school in 2008, she recorded a demo of the jazz song Summertime and sent it to an American producer living in Japan. She was snapped up and signed to a contract with a major record label.
On the cusp of releasing her debut album when a devastating earthquake struck the country, she was forced to abandon her dream and return to Australia.
Her mother suggested she audition for the popular TV talent show.
This season Mel B, Guy Sebastian, Ronan Keating and Natalie Bassingthwaighte are again judges and mentors to the next crop of stars.
Sebastian told the Daily Katini was a beautiful talent. "She's a great little singer, really good," he said.

Mitt Romney, Paul Ryan Differ On Standardized Testing In Schools
In roundtables with teachers and visits to classrooms, President Barack Obama is continuing to attack the GOP ticket on education this week, from Mitt Romney's record to the snip-happy budget of vice presidential pick Paul Ryan.
Obama for America released an advertisement that is playing in Ohio and Virginia on Thursday, asserting that Romney "cannot relate" to public school issues, such as the need for smaller class sizes. The video also criticizes "teaching to some test," referring to an oft-repeated criticism of the No Child Left Behind law, which ties school funding to standardized test scores.
The Romney campaign quickly shot back with a statement calling the education ad one of several "misleading and hypocritical attacks." While Romney's statement responded to the ad -- such as Obama's references to Ryan's cuts and class size -- Romney is, in fact, a big proponent of standardized testing. "I like testing in our schools," Romney said in a 2007 debate. "I think it allows us to get better schools, better teachers."
But in an August 2007 joint interview with Children's Pressline, a news wire for student journalists, Rep. Ryan (R-Wis.) expressed opposition. "I have one big criticism about No Child Left Behind. That's the testing component," Ryan said.
Ryan continued that he specifically didn't vote for the testing mandates of NCLB, which requires annual standardized testing in reading and math. "I voted actually against the testing," he said. "The amendment that I supported to take the testing component out of No Child Left Behind was defeated, so we lost our amendment."
Romney is also a proponent of something known as the Common Core State Standards, a national set of curriculum goals in reading and math that the Obama administration has promoted, and that most states have agreed to adopt.
But this, too, would seem to contradict with Ryan's view. "My concern with the testing is that it moves toward a nationalized curriculum," Ryan said in the 2007 interview.
Rod Paige, the former education secretary who was also part of the 2007 Children's Pressline interview, defended testing, saying, if "you find a place where they're not testing kids that means they don't love them quite as much." Paige now serves as one of Romney's education advisors.
Since being picked as Romney's running mate, Ryan has not further fleshed out his education views, and the Romney campaign did not respond to requests for comment. Of course, Romney and Ryan do agree on some things within education: support for vouchers, which allow families to use public money for private schools, and an overall view on spending.
"Stagnant student achievement levels and exploding deficits have demonstrated that massive amounts of federal funding and top-town interventions are not the way to provide America's students with a high-quality education," Ryan's website states.
But a group of "education insiders," say that the Ryan pick actually isn't that significant for education, according to a new survey released Wednesday by education consulting group Whiteboard Advisors.
According to the survey, 54 percent of insiders indicated the pick was insignificant, versus 29 percent who thought the development was important for education. "Outside of the implication of spending cuts to education, I have never seen Paul Ryan actively engaged in education," one wrote. "My sense is he would support moving even more decision-making to states, with even less role for the federal government."
"Education is not Paul Ryan's thing," another wrote.
Whiteboard Advisors, which specializes in school policy, sends surveys about once a month to 50 to 75 anonymous political and policy "insiders," including current and former senior staff from the U.S. Department of Education, White House, Congress and think tanks. Whiteboard only recently began making portions of its surveys public.
Some predicted that Ryan would focus on changes to Pell grants, school vouchers and local control of schools, and that his election as vice president would "be a bad thing for funding levels" of college financial aid.
Additionally, the PDK/Gallup education poll, released Wednesday, found that Romney trails Obama on education by a small margin of five percentage points, but that Romney actually has a small lead on Obama among independent voters.

Average consumer debt jumps to highest since 2004

A new analysis suggests Canadian non-mortgage debt rose to its highest level in nearly a decade during the second quarter.
The latest report of Canadian debt trends by TransUnion found the average consumer's non-mortgage debt load rose to $26,221 in the second quarter.
That's up 0.74 per cent from the first quarter of 2012 and up 2.41 per cent from a year earlier.
The credit reporting firm said that's the highest average debt per person it has seen since it began tracking the variable in 2004.
There were wide regional variances, with the average debt load in B.C. hitting $37,879. Quebeckers, on average, have the lowest debt loads in the country, at $18,580 per person, the company said.
Auto loans up
TransUnion says there was a big increase in auto loans, partly offset by less money drawn on lines of credit.
The average credit-card debt was down from a year ago but up from the first quarter.
A moderately encouraging sign was that delinquency or default levels remained low across the board.
"We are in a unique situation because while it is somewhat disconcerting to see average consumer total debt reach its highest level since we've been tracking this variable, Canadian consumers appear to be able to manage this debt as delinquency levels have dropped across all of the major credit vehicles," said Thomas Higgins, TransUnion's vice president of analytics and decision services.
"It's quite possible that this is a trend that will continue as consumers take advantage of the low interest environment. However, if there are any sudden economic shifts such as a significant rise in unemployment, then it's quite conceivable that delinquencies will rise with debt levels."
Debt loads on lines of credit were down 0.4 per cent compared to the second-quarter of 2011, and dropped 2.37 per cent from the previous quarter.
Average credit card debt declined 0.93 per cent year-over-year, but was up 2.7 compared to the first quarter of 2012. Auto loans saw the biggest increases, up 13.25 per cent year-over-year and 3.67 per cent from the first quarter. But defaults were on the decline.
"Auto loan delinquencies stand out most as they are traditionally among the lowest of the major credit types, yet they've continued a downward trajectory even while auto debt experienced significant increases."
But the uptick in auto loans could perhaps be seen as a positive, because it suggests more consumers are purchasing vehicles and are effectively managing their debt because they have strong enough credit to qualify for loans, Higgins said.
Last month, another consumer credit reporting agency, Equifax Canada reported that consumer indebtedness, excluding mortgage debt, grew 3.1 per cent year-over-year in the second quarter, down from 4.4 per cent in the same period of 2011.
The Equifax study also found that high-interest credit card debt fell by 3.8 in the quarter and consumer bankruptcies were down 4.5 per cent from a year earlier. Meanwhile, bank loans and lines of credit showed very moderate growth compared to a year ago.
Consumers have taken advantage of ultra low interest rates since the 2008-9 recession to heap on low-cost debt. With household debt at an all-time high above 150 per cent of after-tax income, the Bank of Canada has declared it the number one domestic risk to the economy.
